For one, Tszyu was inactive when Mayweather left 135 to go to 140. He was injured and didn't fight for almost 2 years. By the time Tszyu did re-enter the ring to rematch Mitchell, Mayweather had already fought in a WBC eliminator and was scheduled to fight in a second WBC eliminator for Gatti's belt.

And finally, exclusive HBO and Showtime fighters rarely fight each other. They could do it for Lewis and Tyson after a ton of negotiations, but that was the richest prize fight in history at the time. Who were Mayweather and Tszyu by comparison at the time? Guys who'd never headlined PPVs before, and didn't do real good ticket sales (not in America for KT) either.
