As far as I'm aware soccer kicks are illegal in Korea, but not knees to downed opponent. Can someone else clarify that?
Did he really quote the mouthpiece of mma, dana seymour white? My respect for him just took a dive. I believe in kicks to downed oppenents, but not in quoting a lowlife mouthpiece.
Knees to a downed opponent are allowed but not when an oppponent is on all 4's. Thats how it used to be in PRIDE..
In Dream, all knees on the ground are legal. Soccer kicks/stomps are only legal if both fighters are on the ground.

Thats some insanly **** rule. DREAM is run by the old PRIDE employee's. Id be very surprised if that rule was the case when stomps and soccer kicks were allowed on downed opponents in PRIDE. Considering soccer kicks and stomps only work on downed opponents wouldnt you say that makes no sense?
Ok just found this: * Stomps and soccer kicks to the head of a grounded opponent are not allowed (unless both fighters are on the ground), but they are allowed to the rest of the body. * Elbows to the head are prohibited. * If there is a 15 kilograms (33 lb) or more weight difference between the fighters, knees to the head of a grounded opponent are not allowed. * A grounded opponent is defined as one in a three-point position. If a fighter has, for example, both knees and one hand on the floor facing the mat, then no kicks to the head are allowed. So stomps and Soccer kicks are allowed. Just not to the head of a downed opponent. Odd rule considering DREAM is run by PRIDE/Hero's employee's. Oh well..
