You left out that Mayweather was 36 years old, had been a pro for 17 years and Floyd was outweighed on the night of the fight by a good 10 pounds against the 165-pound Canelo. And Bivol was 31 years old, had been a pro for eight years and was in his prime, and Bivol outweighed Canelo on the night of the fight (Bivol certainly didn't give up 10 pounds).
You mean 36. He beat Pac more than a year and a half later, who was still a top welter 4 years later at 40 years old, despite being a naturally smaller man.

"2nd weight class" Bivol turned pro in his early-mid 20's after a more extensive amateur career, not in his late teenage years like Mayweather. Bivol was much closer to being fully physically mature when he turned pro so of course he isn't going to be moving up weight classes. There is also a 25 lbs gap between LHW and cruiser, whereas the weight gaps between the lower divisions are comparatively tiny.
