You are absolutely right that by not agreeing to the random blood tests inside 24 days, Pac was willing to walk away from the fight. Once Floyd understood that Manny would not agree to any blood being drawn inside 24 days, by insisting on a shorter cutoff date, he also was willing to walk away from the fight.

The difference lies in the reasons each side gave for refusing to budge. Manny has said he feels giving blood weakens him so he wouldn't want to give blood close to a fight. Whether someone actually can become weaker from the minute quantity of blood drawn isn't the point. He believes it affects him negatively.

Floyd has said he wants to ensure an even playing field. Unlimited random urine testing in combination with the scheduled blood tests catches all known PEDs, so what could be the reason for insisting on the shorter cutoff? To get Manny to submit to something he believes harms him. Floyd wasn't willing to fight Manny without that psychological advantage.
