Usually it means a fighter is either hurt or was unable to respond to the punches so he tries to fool the audience, the judges and his opponent into thinking he's in control. If he was in control he wouldn't be taking those punches, or he'd retaliate with instant payback, not just a head shake.
You see this in fights all the time.

I don't think Mayweather was particularly hurt or stunned at all, he was knocked back once or twice only, but I do think he was under pressure and couldn't actually respond.

Pacquiao's performance was truly awful in that he couldn't keep doing it and have even those mild successes, he just backed off. He had no stamina or couldn't sustain an attack.

Both these men looked way past their primes, if we're honest. Pacquiao more than Floyd, but Floyd looked very poor too.
I thought Floyd won the fight clearly anyway.

Floyd didn't look poor. He got countered, was missing shots, and was hurt by Pac, which is why he didn't turn into the fire breathing dragon from the Mosley fight.

I would say Floyd was definitely stunned in the 4th but he recovered well. And he definitely felt the punches in the 6th. Floyd is tougher than people give him credit for I think. It wasn't a great fight and neither guy got beat up or destroyed.

Floyd was simply too good defensively and Manny's gameplan was dreadful. The plan should have been to rain punches on Floyd because he hates pressure. I was expecting 700 minimum. Shame.

I think around round 7 or 8 Pac said well I'm not going to get in on him and stopped trying instead of going for a KO. He had 80 million waiting for him at the end. Literally the last 5 rounds was like dancing with the stars. Neither of them did anything. Horrible to watch. Floyd landed with much higher efficiency so he did "dominate" a horrible fight where neither of them really did any damage.
