Pacquiao fans would watch (His entire country) including majority of all Filipinos and mayweather fans would watch. There was also a poll on this site and 50% said they watch again. If 50% truly bought the PPV again, you do realize they would still likely set the #2 PPV record... 2.4-2.8 million buys. imagine all the promotion they'd do as well.

That's a far fetched conspiracy theory. i don't believe in fixed fights when it comes to matches of this magnitude. These guys have their legacies on the line in fights like this. The first fight wasn't competitive, and the way Pacman was clamoring about injuring himself in the 4th round has left a sour taste in a lot of fans' mouths. A lot of casual fans tuned into their first fight, and it ended up being a stinker in some respects (although I personally thought it was an excellent chess match against a master boxer vs an aggressive come forward fighter.) Everyone expected Pacman to bring the fight to FLoyd, similar to how Hatton brought it to FLoyd. If you can stay in his chest and keep throwing punches, you can bring the best out of Mayweather and force him to fight back. It's hard for me to think that their rematch would crack 2 million buys. Maybe if Pacman fights a solid guy and decimates them and if they can promote the heck out of a rematch afterwards, maybe they can hit around 2 million buys. I think Floyd is better off just fighting Cotto in a rematch for the MW title and maybe for his 50th fight take on Alvarez. I don't see why pacman should be rewarded with another big payday after he put up that lousy effort in their first match.

People generally aren't so quick to buy rematches of boring fights. Usually rematches come from good action fights. This was a no action fight. Doubt it would even do half the business of the first one. I mean, what would be the selling point? Maybe if they cut the price in half (dream on) I think these 2 had their day and the public is ready to move on. All the casual fans I talked to were disgusted with the fight and would never pay to see them again
