Unifying belts is not necessarly an indication that a boxer fought the best opponents. Where, for example, the recent belt unification in the Super Middleweight division was significant in that it determined who the real champion is, a tournament involving all the current title holders in the Super Featherweight division wouldn't determine anything given that such tournament wouldn't include Manny Pacquiao. As for Mayweather, he fought Hernandez, Manfredy, Juuko, Vargas, Corrales, Hernandez and Chavez while each of them were widely recognized as top tens of the 130lbs division (135lbs in Corrales' case).

130...beat Genaro Hernandez. Beat Diego Corrales, who was stripped from his belt. Mayweather defended the title 8 times, he dominated. 135...beat Castillo twice. He was the best. 140...ok, he didn't beat the best. 147...needs to fight Cotto. 154...Beat Oscar, who was the most popular and recognizable name in a chaotic division with no clear #1. Mayweather beat the best in two, arguably three, divisions.
