Pacquiao has issues multiple public statements directed at floyd mayweather to get him to agree to fight.
If that isn't him wanting the fight, I don't know what is.

I few lines about face me in the ring, but never mentioning anything about taking blood tests for that to even happen. Even under someone other than USADA.

I never said he shouldn't take the tests, I just think it's stupid the way Mayweather is going about it.
I have CONSISTENTLY said that if floyd has a problem with the testing, he should petition the commission to get it changed. I think it's ******ed he has to call in an outside agency to get tests done his way based on a made up accusation.
This fight could already be signed if Mayweather wasn't trying to turn pacquiao into a cheater in the eyes of the fans.
I think if he has to take any blood tests, as long as they aren't within 48 hours of the fight, that would be sufficient to catch any cheating. Not that pacquiao would be stupid enough to cheat after all of this chaos.
I want this fight to happen just as much as anyone else, I just hate the way it is being negotiated.

Team Pac "wanted" the fight sooooo much that he planned on filing for defamation of character and Arum began talks with Malignaggi saying "Im completely done with Mayweather, this fight is dead for all im concerned" after just a few days of negotiating the issue.

He should have never implied Manny Pacquiao was taking PEDs, he ****ed the fight up. He should have just gone through the negotiations, had the NSAC alter their drug test policy, and be over with it. He ****ed up. He made a mistake. They need to correct it and sign the fight.
