The boxer that comes to mind first when you say the word "duck".

Obviously Mayweather is to blame. Pacquiao is the active fighter taking on all comers and the best opponents availabe to face while Mayweather is fighting part-time. That's one thing to note, the most important of all obviously is Mayweather coming up with new excuses and rules acting like an official for one fight. Why didn't he call for Marquez to take blood tests?, why did it start ever since his father started to talk nonsense?, Pacquiao is ready to make the fight as he made all previous fights, Mayweather is the one with other plans. Even if they did agree to all of this, Mayweather will most likely come up with another delusional demand and ruin it again.

Pacquiao is P4P#1 and he's the one to make any demands if he wishes because he earned that position yet he's not making any delusional ones like a new testing style for one fight. Mayweather has been beyond disrespectful just because people want him to fight Pacquiao. He has been calling Pacquiao a cheater, trash talking in cheap fashion and trying to ridicule Pacquiao's hard earned position in boxing in the cheapest way possible rather than fighting in the ring. I'm glad Pacquiao has him ignored and also glad his last fight's result was as big of a joke as the fight itself. Now that the PPV numbers are going to sky-rocket, don't expect Mayweather to bother fighting anyone meaningful.

How did Pacquiao lie and when?

Last time I checked Pacquiao wasn't the one trying to act like an official in boxing only to take a year off vacation then return to fight the likes of Ortiz.

Agreed. This fight would have been signed, sealed, and delivered if not for Floyd's demands.

Not even the floyd fanatics believe that, but they have to stick to their guns no matter what.

“I had this conversation years ago with Floyd,” former HBO Sports president Seth Abraham recalled. “It wasn’t even about Pacquiao, it was something else. Mayweather believes that at the end of his career, if there is still a zero at the end of his record, he will be one of the five greatest fighters of all time. That, to him, is more important than $30, $40, $50 million to fight Pacquiao. In reality, if he beat Pacquiao, he would be in the conversation about the greatest of all time. Without Pacquiao, he’s not in that conversation. Floyd doesn’t see it that way.”
