Well nothing's definite until the contracts are signed, but according to this article the Mayweather camp is backing down from the USADA requirement. Now the ball is in Pac's court - we'll see who's ducking who.

Mayweather vs Pacquiao Fight Is On Again, Team Mayweather Move Off USADA

    The most controversial bout in

, once again opened their doors for the fight to happen. But still both Team Pacquiao and Team Mayweather haven’t finalized the issue about the

protocol. The event date is not yet finalized as to whether they will stick to March 13 or they will move the fight in the middle or latter months of 2010.
Golden Boy Promotions CEO Richard Schaefer said that they are ok to move off U.S. Anti-Doping Agency (USADA) but still wants the blood testing to be done. Schaefer gave emphasis to the four most important things that they wanted – random, blood, urine, and time frame. He said that team Pacquiao have agreed with random test that includes blood and urine but they were still negotiating the cutoff date to assure it will still be effective.
Schaefer said that they don’t care if Nevada State Athletic Commission (NSAC) will be the one to perform the test as long as they adhere to their request, that they want the

to be done in less than 30 days. They believed that having a blood test done 30 days before the fight is no longer effective.
“If this fight doesn’t happen it’s not because of Team Mayweather.”
Richard Schaefer, CEO Golden Boy Promotions
Manny Pacquiao agreed to unlimited urine testing and at least three blood tests. The first test is planned early in January, second test is 30 days before the fight, and last test right after the fight. Top Rank CEO Bob Arum doesn’t want Pacquiao to have blood taken in the middle of the night or in the few days leading up to the match. A blood test which will be done a week and the night before the fight is a big “NO” for him.
Arum also pointed out that they will just rely to the NSAC. He said that they will do whatever the commission says and they’ll just let Mayweather’s camp do the petition regarding their request. He knows that Nevada doesn’t really require blood test because this is how boxing has been conducted in Nevada for 40 years but if Nevada wants a blood test to be done, then they’ll do it. He also said that Nevada will be the one to decide when the blood test to be done and they’ll not just follow whatever the Mayweather’s camp requested. He said that Mayweather’s camp is being so demanding and doing such non-sense procedures. He said that he will not allow Pacquiao to be pushed around.
Arum has given Mayweather’s camp until Tuesday of next week. If they still don’t agree then he said that’s the end of the Pacquiao-Mayweather’s story.
    BLOOD TESTING AFFECTS THE FIGHT

Is having a blood test taken before the fight will have an effect on the boxer’s performance? We can say, it depends. We can consider that it sometimes depends on the reaction of our body. Some of us compare Mayweather-Pacquiao match to Olympic games. One must think that Pacquiao and Mayweather will be fighting on the ring for 12 rounds.
We can’t just say “yes” and “no” because this kind of test is the first time in the history of professional boxing. The greatest fighters in the history of boxing did not undergo to this kind of procedure.
Should Mayweather backed down on the blood test so that the fight with Pacquiao can be made? Or Pacquiao should forget about Mayweather and find other opponents which is not that hard to deal with?

Not called off - just shaky because Pac doesn't want to do the random blood tests too close to fight night.

Yea pac is scared he might get "random" testing and he would test positive..he should just do like floyd and say ok...

Manny wanted the 10 million penalty and Floyd said yes cuz he knows he'll come in at 47..

when it comes to Manny however he is too scared to do anything with drug testing..I WONDER WHAT KIND OF HGH HE IS ON...THAT **** MUST WORK WONDERS

Hatton, Cotto, OScar, Diaz, and Marquez would all have beaten Pac if he wasn't on HGH

And people are fakking idiots to even think Pac will compromise everything by taking PEDs in between testings that is why he is asking for scheduled testings. :nut:nut:nut Pac simply does not want it too close to fight day or any random as he thinks it disrupts him as it could disrupt him both mentally and physically.

This drug testing is all about mind games Team Mayweather is putting up. Though I do believe Floyd would beat him, I now believe Floyd is fakking scared. He said repeatedly, all Pac has to do is call him out, and now all this ****. As coming from his father himself, he does not want his son to face Pac.

All roads at this point seem to paint the picture that something here isn't clean. Either the man, or his alibi; but clearly, something isn't clean. I'm beginning to believe another theory, personally. I haven't heard this yet, so allow me to be the first to throw it out there. I don't want to think that Pacquiao is juicing, so consider this. Many have spoken of Mayweather's potential plot to "get out of the fight", but no one seems to remember Freddie Roach saying after the Cotto fight that he would "need longer than a proposed March date to get Pacquiao ready for a style like Mayweather". (I know because he said it to me and three other reporters in the media room directly). It's clear that one of two senario's are at play. Either (A), Pacquiao is in fact doping and afraid of what those randomized blood test can result in; or (B), it has been deemed by Team Pacquiao after further review that it's probably too soon to put him in the ring with Mayweather after such a brutal fight with Cotto that left him with a ruptured ear drum. There's no other excuse for the inconsistent answers we've seen lately. Bob Arum and Team Pacquiao went from suing a man who they feel made allegations, to setting up a fight with a man who made the allegation first (Malignaggi), all within a matter of hours. So, clearly, it can only be one of those two things when you consider the fact that no Team Mayweather concession has reached the ever-moving bar set by Team Pacquiao and Bob Arum. In either case, neither are good for the man or the sport, and now, both the man and the sport are left with major questions and major holes to fill.

According to Steve Kim's Twitter, HBO Sports President Ross Greenburg has gotten closely involved in the negotiations and is trying to "salvage" the fight.
