I can see your inability to see things in shades of grey, so I will try to dumb it down for you:

Cotto was paying out about 3/2 against Pac, at 145. If a fighter of Cotto's level took today's Pac on at 140, he would be paying out something like 3/1.

If you take that correlation into consideration and apply it to Pac vs Mayweather...

Mayweather is paying out like 4/5, and the fight is at 147 (not even 145 like the Cotto fight). If a fighter of Mayweather's caliber took on today's Pac at 140, he would be paying out about 3/2. Pac would be the favorite. So even if Cotto was the underdog against Pac, the same standard applies.
