Yes he did, and it's nothing to do with him fighting Cotto instead. If he wanted to fight Shane, he could have offered him the fight at 147 after Cotto right there and then when he went to Wildcard. Instead, they asked Shane to get down to a weight he couldn't possibly make and refuse to fight him otherwise.

 

Manny has recently made an offer to Vitali klitschko to fight at 145. He is demanding that nails are driven into each of of Vitali's arms and Vitali needs to be tied to stationary platform to make things more fair since Pac is "little".

 

Then don't mix it with welterweights. If he wants to fight welterweights, fight them at 147.
