It's definitely the slowest I have seen his hand speed since the DLH bout, particularly his one punch speed.

However, I put his hand speed and him being somewhat lethargic in the DLH bout down to the added weight. I don't think it was this in the Cotto bout. There is definitely a deterioration in his hand speed IMO, although he is still faster than 99% of the boxers out there.
