Some of the other commission's could / probably do have a standard in place like Vegas where it cant be used on fight night etc.

 

Again, Google Golata's match vs Lewis in 1997. He was caught and fined for using Lidocain (another name for Xylocaine) right before the match.

 

It just can't be used on fight night.
