My uninformed opinon is to favour Wolgast. Both impressed me a lot when I was looking into them for Rummy's lists.
Wolgast is my pick, for sure. He was quicker, sharper, tough enough to take the best Oba has to throw at him, and represents something which Oba had massive trouble with. In the Hanagata rematch, and I think I can assume the first fight, Oba had issues landing clean and cutting off the ring. Wolgast was about 300,000 times better at everything Susumu had success with that night.
