To the TS- I don't think that's a fair assessment of Cotto's career. I personally look at him as a sure fire first ballot HOF'er but someone who falls well short of being considered an ATG. I thought he was an animal at 140 lbs and looked very good at 147 until the Margarito fight. That fight seemed like it took something from him both physically and mentally. While he had a nice resurgence to his career after the 1st Margarito fight, he never seemed like the same guy again (except for when he beat a one legged Martinez.)
