So I would say that's a slight exaggeration.

I do however believe that most of the currently top 15 MW's would beat him, and that like in some other divisions the current champion ≠ the best at the weight

Cotto would beat the large majority of MWs but (despite there being a lot of guesswork involved) I think he'd probably end up being somewhere at the mid-to-low top ten range if we saw regular competitive fights at the top end.
