I've been going through some tape and going a bit deeper than casual boxrec glancing and I really feel that Weaver was hard done several times in his career, and some of his bad breaks had everything to do with sheer size. You often see him giving away 30+ pounds in the most important fighters of his career. Must have been tough to of always been up against it like that. Even into his late 30's and having put on the bulk that came with the age he came into fights at 210-215 pounds. He didn't fight consistently fight weighing over 200 pounds until he was some five years into his career. Anyone left in classic who followed boxing at the time? Is this a case of a fighter choosing to stay at heavyweight because of the money, or was Weaver simply a fighter who couldn't comfortably make cruiser weight? I believe the shift from the division being 190 pounds was in transition during his time as a fighter. Maybe that had something to do with it.
Weaver was a seven year pro when the first cruiserweight title fight was held in 1979. In either 78 or 79 he started to make a move with a new management team, so the move, if he could have even lost the weight, wouldn't have made financial sense.
