Get Kessler off that list. He's a solid fighter undoubtedly, but he's very cautious and smart when picking who when and where he fights.:think
Holyfield Toney Byrd Froch G.Johnson Tarver (If you can overlook his initial reluctance to fight Dawson) Dawson
Pac ducked mayweather and he fights who Arum tells him to (literally, arum brings him 3 opponents and lets him select one) guy doesn't really choose who he fights
JMM deserves a mention, so does Ricky Hatton. Both have fought Mayweather and Pacquiao, and even though Hatton got knocked out, he tried his best both times. And JMM just because of his record and who he's been in against.
Sorry JMM has declined lots of fights recently... which is sort of excusable since he wants to retire and only wants to fight Pacquiao... Could have faced someone else instead of Fedchenko Why didn't Marquez Morales happen? I wouldn't call him really a duck though - but wouldn't say he faced whoever whenever..
I think often times being broke has a lot to do with it also. When you are on top you fight the best fight for your career longevity. When you're broke you fight pretty much anyone who is willing to give you a payday
