    Who are eligible?

    All who are not fighting for the title.
    All who show promise even if they have been defeated once or twice.
    All who are not ranked in the top 10 of the major governing bodies.Even If they have been included once they are not eligible.

    On what this rating is based on?

    On the opposition, they have faced in the professionals.
    On how good boxer have looked in his pro fights.
    On potential shown in their amateur careers.
    On potential shown in other fight sports.

    I don't think you can count Miller or Kownacki as prospects. Once you beat a (fringe) contender you're officially a contender.

    Bryan, Miller, Schwarz all are in the top 10 of the major governing bodies, so they are not included in this list!

    They all are novices.Yoka has 1 fight so far, Sirenko has 3 fights so far, Egorov has only 3 fights as well and Okolie is 4 fight novice. How can I rate novices?

    Some of the guys you listed haven't really fought any better opponents, but fair enough.

    I rate Egor Plevako more than I rate Sirenko. Plevako looks to have better power and has a more illustrious career in the amateur ranks.He is a winner of European U-22 Championships in 2012, on his way to gold he defeated Christian Lewandowsky and Gimbatov.He is also a semi finalist of AIBA Youth World Championships in 2008. So, I think he can get to at least an eliminator for a title type of bout if he is matched right.

    From the guys you mentioned, Egorov and Okolie will achieve the most. Sirenko looks great but I don't think he has the amateur background to go far. Yoka could be a spoiler but he is too skinny and has little power if we compare him to Joyce, Dychko, Gimbatov and Vykhyrst.Yoka's chin looks abysmal, I just can't imagine Yoka with a belt across his belly with a chin like that. Kuzmin would beat Yoka black and blue if they would meet, too much power and counter-punching for Yoka to take. It would be nice for all of them to succeed but I have my reservations about that.
