Nothing like protecting your fighters. A Fighter juices up to the eyeballs, fails a test but the fight goes ahead as they 'wait' for the B sample. He pulverises his clean, weaker opponent and causes him permanent damage. After the fight the B sample confirms he was juicing. Yep, I'm sure that's exactly what drug testing was invented for.
It's a joke. Golden Boy were pissed the khan and berto fights got cancelled I imagine if they had their way they would have gone ahead. Nothing like putting your personal gains ahead of the health of a fighter/sport.
I don't see the issue with cancelling this fight becasue they still have : Malignaggi v Cano Bailey v Alexander Quillin v N'Jikam So I don''t see the issue in cancelling Garcia v Morales. It's not as if the bill is dependant on the main event.

There was a big issue Between Goldenboy and the voluntary anti-doping agency before the Khan - Peterson fight because GB were trying to get VADA to notify them of any failed tests first, however this was against their procedure and could not been done without written consent from both fighters. In the end Peterson sat on a failed test for ages without Goldenboy knowing, which Schaeffer ended up rather pissed off about.
