I think they all could stop him (15 rounds, neutral rules), but it's not a definite, and it speaks more to the ability of those men than Jeffries ineptitude.

Since a couple have people have questioned the size of the global talent pool when Jeffries was champion, this is what one contemporary writer had to say about it:

"It wasn't but a few generations back, that England and Ireland produced all the fighters. The English boxer of those days was a rugged bulldog in his pluck, occasionally well scienced, but never brainy or intellectual, while the Irish fighter always had the native with and quick thinking powers of his race. The French or German boxer was unheard of, Australia had developed no scrappers, and the Jews of the ring were all English Hebrews, some of them among the best men of their day.

When Australia began to turn out stars, they were men of the Irish blood, and the champions who rose up in America were Irish too. Since that golden day, the other nations which have migrated to America have learned the art, and the grade of the English boxers has deteriorated.

Italians have fairly swarmed into the ring in recent years. The Italian is imitative, and took to the ring not because he was a fighter, but because the first Italians to try the game made money. It was first thought that they would quit when hurt, but punishment only seems to make the Italian boxer wrathful, and when an Italians dark face looms up in a corner the spectator can settle back in his seat, satisfied that he will see some good going.

Jewish boxers have thinned out in the past three years, and there are not nearly as many Hebrews in the ring as there were a short time ago. The Jewish boxer is always fairly scientific, crafty and an admirable ring general. It is usually supposed the the Jewish boxer, like Choynski, saves his money, but as a plain fact most of them have been of the gay type, and have blown their money as fast as it came in.

German fighters are now numerous. They are game, but they do not rise to the heights of topmost fame and championships. The German is generally a slugger, and delights the crowd win or loose. Bohemian boxers have just begun to shine. Root of course is the star. The Bohemian is thoroughly courageous, and the fairest squares kind of fighting man

It is amusing to note the way in which the crowd at ringside receives the different nationalities of fighter. There is always a hearty cheer and earnest backing for the Irishman, grins and good humored tolerance for the German, and virulent hostility to the Italian and the negro. Put a boy of any other race in with an Italian, and everybody in the house who is not himself of Italian origin at once begins to root fanatically against the son of Ancient Rome.It is to the credit of the Italians that they have pushed so far forward against such adverse influences.

What I take from the above article, apart from its cringe worthy racism, is that the sport was expanding and becoming more global when Jeffries was champion, and had been for some time!
