If a fighter is already using a semi crouch as Frazier did it would be tough not to throw some low punches with your opponent pulling your head down. Its inevitable.
I recall Archie Moore on the NBC rebroadcast of Superfight 1 saying that "as much as Ali's thumb got into Frazier's eye, Joe was justified in going a little low once in awhile.
Perez screwed up in that 2nd round. Joe was saved from being hit a few more times. That mistake didnt really alter the outcome unless you think Ali could have knocked Joe out there. That is a tough sell.
