    Well they are definitely not 28 inches so it would have to be a big typo and they are terribly skinny, his knees are bigger than his lower thighs.

    Even if the measurements are actually recorded they are often inaccurate when used for comparison.
    You can measure a thigh in various places and come up with different measurements. The same thigh, different measurement.

    Yeah, it wasn't that his calves were tiny, it was that his thighs were so big it looked a little out of proportion.
