Tommy Burns is a good pick for heavyweight. The fact he was the shortest of all heavyweights and preceded Jack Johnson has labelled him as a harmless oddity. I recall a young Mike Tyson singing his praises; that boxer knew his stuff.
Agreed. On a their best night I don't think Bowe was any better than Buster. Oliver McCall has said he knew Douglas would beat Tyson.
Honestly, I think Buster was better than Bowe. He just happened to be even less motivated after winning the title, which is a remarkable achievement.
I think that being mentioned in a positive way decades after retirement makes it hard for a fighter to be considered 'the MOST underated', it would have to be some long forgotten guy, that is overlooked for whatever reason.

what i meant to say was, its very easy for people to say Tyson crumbled against Holyfield etc etc But how many fighters have existed like Holyfield? not many. especially when your coming off a 4 year prison stint and boxed barely 8 full rounds in 5 years.
