Calling someone 'an undeserving lineal champ' defies the definition of title lineage. I understand where the sentiment comes from, but let's not act like the champ not really being the best guy in the division is something new to boxing. Everybody knew Sonny Liston was the best HW while Patterson was holding the title. Everybody knew Marvin Hagler was the best MW long before he finally had the title to go with it. ****, Ezz Charles was maybe the best LHW ever and he never even got to fight for that title!
And have since ducked all top competition, or in Cottos case not fight at all. They are criticized for a reason.
If Ward and Mayweather (at 154) are still considered lineal champions then them being that they haven't defended those belts in years. I also think Danny Garcia is pushing his luck with gift verdicts and fighting Rod Salka's to a greater degree than Cotto, but kudos to him for defending against Matthysse.

Can you become the lineal champ of a division whilst fighting at a catch weight below the division limit? For me that is why Cotto isn't legit.
It is Yoan Pablo Hernandez at Cruiserweight. They dropped Huck out of the rankings to allow for Cunningham vs. Hernandez rematch to be fought for the vacant Ring title and most generally accept that as the lineal title. But they should not. Huck was #1, had just defended his WBO cruiser title 4 or 5 months before and had just fought Povetkin once up at heavyweight but said he'd likely stay at cruiser... It was like a month or two before they infamously changed the Ring filling of vacant titles eligibility rules.
