Ali defended the heavyweight crown 7 times between 29th March 1966 and 22nd March 1967. He did this against George Chuvalo UD 15 in Toronto, Henry Cooper Tko 6 in London, Brian London KO 3 in.........London, Karl Mildenberger TKO 12 in Frankfurt, Cleveland Williams TKO 3 in Houston (I wish it was in Cleveland), Ernie Terrell UD 15 in Houston and Zora Foley KO 7 in New York which was his 9th defence overall at the time and he was the away fighter in basically all of them. Ali himself isn't underrated at all but the achievements in the 60's are kind of glossed over because the 70's achievement are so fabulous.
Edgar Sosa has been good in this respect in recent years. He packed quite a few defences of the WBC Light Flyweight into his first reign.
I don't think you can use that as an example. 4 of those fights were against opposition with losing records, 2 of which had never won. These are fights I wouldn't even consider as stay busy fights. More like exhibitions.
