When making a voluntary defence of a title the champion can defend against anyone from the top 15 contenders.

It is a common practice for defending champions to choose someone from the bottom end of the top 15 contenders with the aim of getting an easier fight, as naturally a mandatory fight that follows will be against a contender near the top of the top 15 contenders.

In this particular case Horn, Duco and Arum all want the Horn-Pacquio rematch. That's where the money is. But they need to ensure Horn still has a belt to defend to make it happen.
