No, its not. Pavlik was P4P elite based on his work soley at MW, same can be said for Trinidad at WW or Hamed at FW or about a million other examples. P4P lists have NOTHING to do with rewarding fighters who like to weight jump. Its simply a subjective list used so we can compare fighters who are different sizes fighting in different divisions.
