I think Walker still ranks higher than Pacquiao. This is because Walker was successful in various weight divisions, like Pacquiao, but has some notable wins against heavyweights who were 30-40 pounds heavier (decent heavies like Uzcudun, Risko, De Kuh, etc). However, Pacquiao now ranks above Archie Moore. While Pacquiao has wins over several all time greats, Moore lost against Burley, Charles and Marciano. Pacquiao actually beat Barrera, Morales, Márquez, De la Hoya, Cotto, etc. Also, you have to remember that Moore's career expanded over 28 years. Pacquiao has been a pro boxer for only 15 years: in less time, he has done a good number of impressive things. I think there is no doubt that Pacquiao is, right now, much better than Roy Jones. Jones should've fought McCallum, Jackson, Michalzewsi, rematch Hopkins and fought some other heavyweights apart from Ruiz. Toe-to-toe, Jones was probably one of the best of all time, but he beat nobody from 1995 to 2002. Willie Pep is a master boxer and impressive to watch, as well as a defensive king, but his resume doesn't impress me so much. However, he has the accomplishment of beating Sandy Saddler (the only name in his resume that shines, and he also lost three times against Saddler). But that fact alone doesn't convince me to rank Pacquiao, who has crossed more division, who has beaten more great fighters, below Willie Pep.
By far. Just look at the names they beat. Barrera/Morales/JMM/Cotto/Hatton/etc are better than Roger Mayweather, Terry Norris, Azumah Nelson and Wilfredo Rivera.
Despite the result, Whitaker beat Chavez. That has to be there. And Whitaker never beat Terry Norris. He never even fought him. Come on now. Way to leave out Whitaker's top wins too.
Sorry man, I meant Julio César Vásquez instead of Norris. I should have also mentioned Ramirez and McGirt. So Whitaker's best wins would be: -Roger Mayweather -Jose Luis Ramirez -Buddy McGirt -Azumah Nelson -Julio César Chávez (officially a draw) -Julio César Vásquez I just think that Pacman's resume already eclipses Whitaker's resume.
