Shawn porter as of recent has fought a lot of good fighters without tune ups. Last 5 fights of his have been: Alexander, Malinaggi(after he beat Judah), Brook, Bone in a bounce-back fight, and Broner.

They all pick their opponents. They physically sign contracts... Some pick gauntlets of tough opposition, like Devon Alexander, for example.

Dereck chisora always takes the best fight available to him or is at least working towards a big fight.

Fought fury when they were both early in their careers.
Helenius, klitschko, haye, fury and will probably take another dangerous fight when he gets chance.

Obviously all the above fights he's lost but he definitely doesn't cherry pick.

    True, true.

Also took on Malik Scott when Scott was hot (yes, he was highly viewed for that couple month span going into the Chisora fight for the draw with Glazkov that most felt he won).

Bradley seems to just fight whoever Arum puts in front of him.

    Herrera will fight anyone really.

Kovalev obviously wants a big fight with Stevenson.....but other than that he fights anyone else who wishes to step in with him.

The phrasing of this is makes it out to be black and white, when opponent selection and contract negotiation is extremely gray.

The fighters who do not "pick" their opponent, are almost everyone who is not a major PPV attraction. But obviously every fighter has at least some say in their opponent, and the ultimate veto (not fighting) if they do not get a contract they want.

Faced with less than the most desirable opponents and contracts, some fighters do just decline. But this is not common, because a fighter that doesnt fight does not make any money and can even see their careers stagnate.

Very few can fight who they want- only the biggest money fighters in the division such as Mayweather would literally everyone fight. Yet rather than fighting the best opposition available he picks the likes of Maidana and Berto.
