By the same logic how many of the actual USA fighters are actually Americans? Most of them come from Africa and Mexico. Get my point?

If he's talking about born and bred Germans of other ethnicity, then your point would be moot. None of those champs were born and bred in Germany other than Maske and Braehmer.

The German promoters benefited from the collapse of communism:

    1. The reunification of Germany. The German promoters quickly usurped the Eastern German fighters such as Maske, Schulz, Beyer etc. and made them national stars and cash cows.

    2. The collapse of Eastern Europe. The money made with the Eastern Germans was quickly reinvested in talented boxers from all over Eastern Europe who didn't want to go as far as the US but still wanted to earn good money. Michaelczewski, the Klitschko brothers, Valuev, Povetkin etc. etc.

You can be German without beeing an ethnic German, the only thing you need for that is a German passport. We aren´8t living in the ^19th century anymore, people.

Let's not forget the great Sven Ottke. Then there also is Markus Beyer, Timo Hoffmann, Sebastian Zbik, Dustin Dirks, Dominik Britsch etc.
