It doesn't necessarily have to be a champion, but a fighter you think was great that doesn't get the recognition he should rightfully get. Mine is Tuffy Griffiths. He was known as "The Terror from out West" and you have to be pretty good to be known as a terror. He had 74 wins out of 87 fights and to put that in perspective, not even Mike Tyson or Evander Holyfield had 74 wins. He defeated such good fighters as Tom Heeny and Johnny Risko

Wes Ramey is scandalously underrated and gets nothing like the props he should. Beat a host of excellent world champions in or around the Lightweight division, but was never given a shot at 135 himself. Canzoneri (who I rate as an unequivocal all-time great, by the way) refused a $25,000 guaranteed purse, enormous money for a Lightweight of the era, to risk his title against Ramey having already lost a non-title bout to him. And Ramey did all this despite boasting hardly any knockout power of his own.

Eduardo Lausse might qualify, too. Not as avoided as Ramey but very unlucky not to get a Middleweight title fight against either Olson or Fullmer, the latter of whom he'd beaten a few years before.

But there are loads of guys who have held world titles, sometimes in more than one division, who I think still get underrated and forgotten too easily. Sammy Mandell, Tommy Ryan, Santos Laciar, Fighting Harada etc. Some of these guys are rated more than others, but in and of themselves I still think a lot of pundits, fans and historians are sleeping on how impressive their records are.

Likely due to the time when they fought seem to be forgotten by some.

There are so many cases at all levels. As already pointed out, one of the main reasons is the time they were active. There are some fine Champions you can't even see on YouTube.
One from before the Second World War. Birmingham's Jack Hood was British Welterweight Champion for 7 years from 1926 to 1933. He has wins over Harry Mason, Marcel Thil and a draw against the Great Len Harvey. Hood went to the States seeking a World Title challenge but was avoided by Young Corbett and Jimmy McLarnin.
When Birmingham celebrated its Centenary as a City in 1988, Jack was named one of the 100 Greatest Brummies. He lived to the age of 89 which is remarkable when you think what the life of a Boxer was like in the 20's and 30's.
Despite his renown as one of the finest technical Boxers of the pre war years, you never see him get a mention.

I think Kalambay was pretty close. The Nunn fight kinda eliminates the idea of him being great in most people's minds.
