In terms of ability ? Maybe, we won't know until he is done, but possibly. In terms of all time standing ? No, his resume is still a bit too thin for that.

Most Japanese boxing experts already put Inoue ahead of Fighting Harada who beat Jofre.

I'm not even 100% that Pacquiao should be above Harada.

 wtf i like the balls out attitude at least.

Inoue is steering himself towards the waters in between Jofre and Mayweather, yeah, but he's not there yet I don't think - ask yourself if he is as great as Pacquiao yet. Until you have to think about that question, the answer is probably no.

Jofre was the Golden Bantam for a reason. Splendid fighter.

Saldivar was inactive then and just went to Brazil for paycheck.
Just look at who Jofre fought after the Saldivar fight, all of them are non-rated fighters

He is there in terms of Skillset, Longevity and Resume. Forget Pacquiao as he is a legit top 20 fighter. But surely resume wise, Inoue was a four division champion. You never heard any publication that put Jofre and Olivares in P4P Top 3 in the way the Inoue has been established in the past 2-3 years.

I can see you want this very badly, but there were no routine listing of p4p lists pre-1980s. Jofre would likely have been p4p #1 if there had been such a thing. IN 63 and 64 it's hard to imagine he could have been anything but, though sometimes I weigh Ortiz incorrectly. Guy was a monster. Jofre was an absolute monster.

    Also: Inoue is not a four-division champion for me. He's a two-division champion and a two/four-division belt-holder.

Big victory but Saldivar wasn't the Saldivar of the old. He should have stayed retired after the Shibata KO. Donaire was faded but he was (still is) game.

Who Donaire beat since 2012 to have became this great fighter after Rigondeaux already had schooled him 10 years ago ?

Jofre was also 37 years old when he beat Saldivar, and had 70 fights worth of wear and tear on his back. They were both way past their prime, which is crazy given how Jofre was a Bantamweight and Saldivar was a Featherweight. It's a better win than a prime Inoue smashing an almost retired Donaire, who would never win a fight again after the rematch. If it's not better, it's at least comperable, and the rest of his resume compensates for it.
Try putting Inoue in the same era as Ali, Duran, Monzon, Canto, Napoles and Griffith and he would be lucky to ever be ranked top 3 P4P.
