Richardson, who previously ordered Felix Trinidad to have his hands re-wrapped ahead of his fight with Bernard Hopkins in 2001, explained his side of events.
"One of the misdirected statements has been that Margarito had his hands wrapped when we came in the room - that wasn't true," Richardson told setanta's Spencer Fearon.
"When we came in the room, the first disagreement we had was that Margarito was trying to put too much tape directly on his skin.
"I was arguing that with his trainer when he was putting it on but he refused to adhere to it so we had to go and get the commissioner to get him to change that wrap.
"So we wrapped it three times and we finally got where he had the proper amount of tape on the back of his hands, directly on his skin without gauze.
"Then we got that away and got them to put the cushion on. When they put the cushion on, I told them I wanted to feel the cushion.
"I felt it and it was hard. I said this to the deputy commissioner, he said it felt alright to him.
"Then the actual commissioner came in and he said it felt hard also.
"We peeled it back and a block of old gauze came out that was covered with plaster. The doctor said that was the same thing they used to make cast with.
"It was old and already hardened, they had it in a square block and it was within his cushion."
Richardson refused to say what punishment he would like to see meted out for the alleged offence but expressed his disappointment that this would happen in boxing.
"Our sport is dangerous enough when the rules are abided by," Richardson added. "You can't have anyone taking advantage of your athlete. That's your job to protect them at all costs.
"I'm not at liberty to say what should happen to him. I'm not that familiar with the rules and regulations.
"I just felt it was totally disrespectful and denagerous. You could hurt a man and he not be able to go back to his family. That's ridiculous just to give you an edge in a fight.
"I like to believe that most people under the umbrella and fraternity of boxing abide by the rules to the best of their detail.
"I like to feel that about most of the coaches who are in that sport both in the US and abroad. But we know that whatever you do in life some people are going to be looking for an edge."

is there any precedent as to what the ruling may be? obviously nobody of this caliber has gone through this but maybe a lesser known fighter that has been caught loading gloves prefight?

If in fact Margo knew what was going on (likely), he should be banned from boxing forever. You're not talking about taking steroids in baseball here people. We're talking about increasing ones chances of killing or seriously harming another individual in the sport of boxing. This is way more serious than any other cheating i've seen in sports.
