Laying on your back/front and doing 'neck ups'. You'd have to go or pretty high reps as the weight is pretty damn small - when I was into head harnesses I was hanging around 30kg off my head. Personally I've found that the best thing for neck strengthening is neck bridges and 'rolling' neck bridges, where you essentially do 'neck ups' while in a neck bridge position. However, until your neck is pretty strong I wouldn't advise you to start balancing your whole bodyweight on your head.
