Pulev would stop Fury. He'd be better trying to make a Haye fight tbh, he'd get wiped out in that as well but at least he'd make some nice cash.

That's a very simplistic way of viewing things. What happens in boxing is usually a lot more than just who wants to fight who and when. Fury was doing a great job of creating interest in a domestic showdown between two big unbeaten heavyweights. It doesn't take a boxing historian to realise that the fight was nowhere near ripe yet in terms of the money it would make for it's participants.

If Price hadn't gone and got knocked silly by a nothing shot, then the fight would have been a big event within a couple of years. While a lot of people suspected Price of having a weak chin (myself included) no-one really predicted that it would be exposed this early - so I think it was perfectly reasonable that they could have expected to call each other out for a while, create a bit of animosity between each other and their fans, build up the momentum a bit and then cash out on a much bigger event. That's pretty much the oldest trick in the promoting book, and I'm surprised when people can't see it for what it is.
