    no, cotto has never been top fighter in any division he has competed in, even in his prime. his last few fights were just a cash grab because hes done. beating him would only make his irrelevance much more obvious and it would only help mikeys bank account, not legacy. apparently cottos money offer was not worth fighting a washed up fighter, at a weight that would probably prevent you from being able to ever come back down to 135 where a real superfight is very possible..
