He's probably trying to get a fight with Pac, he needs the payday. This is the Fernando Vargas matchmaking method.

 

Mal reasoning and belief is based on his own limitations and the limited experience he has with the best of the best. His personal experience tells him that no one should be able to do what Pac has been able to do. Some of us believe with him because too our own limited experience and knowledge confirms that.

Nevertheless, it does not make it true. The sad part is, this what separates greatness from mediocrity. Greatness refuses to believe in the limitation. Thus, Mal will continue to be mediocre for the rest of his career.
