Any list without Darchinyan I disregard. What else can the man achieve? After the loss to Donaire, the guy has been fighting top notch opponents and brutalizing them. My two cents:deal
1. Manny Pac 2. JMM 3. Joe Calzaghe 4. Hopkins 5. Vasquez 6. Mosley 7. Calderon 8. Ricky Hatton 9. R. Marquez 10. W. Klitschko

cotto has never beaten (or fought) a p4p fighter, he lost to a fighter in his last fight who wasn't even in the top 25 p4p, has never beaten a defending belt holder and is possibly the 4th best WW behind (in no particular order) mosely (beats cotto in a rematch), margo and williams. now compare that to hatton who's fought three p4p fighters beating a #3 p4p and a #8 p4p only losing to the #1 p4p at a higher weight. and has been the lineal champ and clear #1 at 140 for 3-4 years. beaten numerous defending belt holders and not ever looked like losing at 140, and just demolished the #2 in his division more convincingly than cotto did. until cotto fights decent opposition again and wins (jennings doesn't count, that's a gimme) he can't be considered in the top 10, or at the least not above hatton.
darchinyan should have been in there to take over mijares spot Chad dawson should have challenge bernard hopkins instead of fighting tarver again. He gains nothing by beating him again, Nate Campbell? he hasn't fought since he beat juan diaz. He's gonna need to beat another top lightweight to get in the top 10. If he can beat marquez then he gets in.
