    Should be one of these:

    Isaac Chamberlain
    Jack Massey
    Craig Parker
    Efetobor Apochi
    Floyd Masson
    Imran Haddabah
    Muhsin Cason
    Yamil Alberto Peralta
    Yuniel Dorticos

Any of these experienced fighters would give him some rounds as he continues to improve.

Then maybe late in 2027 or in 2028 he will be ready to fight for a world title.

Dorticos did better against Zurdo than the scorecards told, and Peralta, Chamberlain and Massey are pretty decent, so I would not rush him into fighting them just yet. A couple more at the Craig Parker level sounds right.

He needs to be more active, and fight someone who can take him into the later rounds at the very least.
Also, his next goal should be the EBU belt.

He already fought Austine Nnamdi and stopped him in 2 rounds

With the exception of his pro debut opponent he's got everyone he's fought out of there faster than anyone else has albeit Hedges was obviously undefeated

Great punch variety, shot selection and lead hand

He's dropping or stopping his opponents with right hands and left hooks upstairs, left hooks downstairs, and uppercuts too
