Two future HOFers, compared to a "contender" at best, and what appears to be a WW version of Jermain Taylor (who is my favorite boxer no disrespect but I don't see him being remembered as a HOFer based on what he's done up til now, no different than Cotto) . There is only one best welterweight according to *****s : Mayweather.

So Mayweather has no business fighting Margo, Cotto because they are not the best.

The only fight that matters is Mayweather vs. guess who? - himself. Therefore, since that can never happen, then it is justified to have JMM at welterweight. It is not the best there is, but so are the others.
