Arum's trying to add some muscle to the card since the main event is going to draw well and Pacquaio's and Donaire's drawing power is on the decline. Arum never put them on the same card together since he didn't need to but now with both on the decline it makes sense. Whatever the reason though it's still a good fight and strong for an Arum ppv undercard fight.
Actually I believe the story is that Arum wanted to put Donaire on a Pacquiao card for a while but Manny/Koncz always said no because Donaire wouldn't agree to be co-promoted by MP Promotions.
