He seems pretty legitimate. I'll watch before I pick, but on a resume level he lost a very close MD to Gary Antonio Russell and has draws with Ancajas and Nietes.
Santiago is arguably the uncrowned IBF champion. I had him beating Ancajas, and the fight against Russell could have gone either way. Santiago is a dangerous fighter, who could prove to be a banana peel if Donaire hasn't recovered from the destruction at the hands of Inoue.
