Yep. Do it similar to other things like the Margarito affair. The TSAC didn't give him a license. When a fight purse is over X amount of dollars fighters may request Y style testing. If a fighter refuses he is BANNED from competing in ALL states until he completes a full cycle of Y testing AND competes. Pac will be retiring soon. :yep

But the ISSUE there - to me and more important than even the lameness of the act by Margarito and his trainer - Is that the commissioner from the CSAC was in that room and had already signed the wraps that the "plaster like substance" was found in. It's excellent that Richardson caught them out - But he shouldn't have had to do it and the commissioner that signed those wraps has a duty of care to Mosley too, not just to getting free ringside tickets to the big fight.

That is the scary part in all of this and in America in general. There is this kind of weird "team" attitude between business and regulators. Why is the head of the CSAC in the locker room yucking it up with fight camps anyway? Even worse the Latino CSAC person and the Latino fight camp. (Same applies to all groups.) It just multiplies the perception of shadiness.
Just as funny is how an article on NYSAC changing its doping policy be equated to retirement for Pacquiao! From a camp that stated to let the commission do their thing (as compared to the Golden Girl-Gayweather boxing commission), it seems unreasonable that Pac won't oblige.
