Oscar lost quite a lot, more than his record indicates I think, but that's because he fight a much higher level of competition. He also has wins greater than any of Mayweather's. He also gave more exciting fights, and didn't duck anyone.

Oscar was the real deal in all of its good and bad. I say Oscar. Floyd was at the make it or break it line. He might come back but who knows.

What makes a guy a great fighter?

    Fighting the toughest available competition

Having the skills to beat the best available competition

Oscar did the first one. PBF the second one.

In my book a fighter is judged on who he faced and how he did against them. Had Oscar been completely blown out in his losses then yes PBF would be better but in all but 1 of his losses he could have very well been the winner.
PBF is a man that had the skills to beat the best yet somehow always ended up not facing the real threat but the money fight. That is not a great fighter in my book.
I think Oscar is gonna be way ahead of PBF in a few years time. Most people will have forgotten about PBF since he was not the warrior that people tend to remember and because of his lack of exciting fights and avoidance of true contenders.

Mainly because they both were successful in many weight divisions against top opposition, but Mayweather had more dominant performances and never lost.

De la Hoya fought, for example, prime Mosley, which is better than any Mayweather opponent. But he lost that fight.
