I heard about this before in boxing, when a promoter wants you to win but not look so impressive sometimes, so people could see some areas where you think you can expose the other other fighter, but the other fighter is just luring him in for a trap. Bob Arum looks like he is trying to get a big name fighter to fight Omar. It's a possibility.
