it means exactly what it says. only the ref has the power to call the fight off. so even if a fighters corner throws in the towel the ref can simply pick it up and throw it back out and let the fight continue.... also i think it means the doctor cannot stop the fight either he can only recommend the fight be stopped.

I cant think of the other fight i saw it happen in (apart from the above fight). but i know i've seen it more then once. It would be highly unlikely for the ref to not stop the fight if the towel came in seeing as the corner knows there fighter better then anyone else. I think its more of a thing where possibly the ref might see it as unfair to stop the fighter if he looks to be takin a beatin from the corner but is actually catchin alot of the punches on his arms or something.
Basically, only the ref can stop it, but 9 times outta 10, if the corner wants it stopped, the ref will stop it. I've seen it happen that way WAY more often than I've seen a ref blow off a corner's request to stop the fight.

If you've ever watched a boxing match on TV....ever... I'm sure you've heard Michael Buffer or Jimmy Lennon Jr. say something like "On the advice of the doctor at ringside, referee so and so calls a halt to the bout...." or, on the advice of the Blue corner, referee so and so stops the contest..." It happens ALL the time.
Not only the corner, but in some places the ring doctor has had the authority to call a halt to the bout. This rarely happens now. Also happened in Joe Louis-Max Schmeling II. At the time throwing in the towel was a purely European custom and not one accepted in the US. So when Schmeling's corner threw in the towel, the ref simply picked it up and threw it back out, while Joe Louis continued pounding Schmeling.
