Because thats how the division is kept moving. 1 title can freeze the division especially if that title has rematches and guys getting 2nd chances.

A champ is not likely to average more then 2 fights a year. If you look at the perfect modern champ Wlad Klitschko the occasional 3 fight year gets countered by occasional 1 fight years. Wlad did one set of rematches 6 fights apart. While that went fine the pressure shouldn't be on one guy to be super active and pick the perfect fights for the divisions health. Sometimes things don't go fine. Even with 2-3 champions. With 1 its worse.

Contenders can fight among each other while the champ is busy. The champion should be set and stone in each division.

The only way to have the champion 'set in stone in each division' is to have less championship belts - preferably only one.

If you hold one of the organizations belts you aren't THE world champion. You are a belt holder.

How many worlds are there? One.

So how many world champions should there be? One.

The current structure of boxing means this is not going to happen and they will sit and wait or fight safe opponents. The consequences of losing before getting a title shot are too severe in todays game.
