Yes. Not enough evidence to convict him for anything in court.
But i look at margarito's performances after and including mosley and i can draw my own conclusions

I wasnt a margarito fan but to be honest when resto got caught he was caught in the ring shaking hands with collins sr, then and there they noticed glove tampering

margarito took his gloves off, got his hand raised by the ref, posed for pictures, shook hands with people. Fighters and onlookers see hand wraps and gloves all the time and any tampering would be obvious and visible given Margarito didnt leave his gloves on and sprint to the locker room. Nobody noticed anything funny about his hands that night and suspicion only arose when he was caught vs Mosley

Nobody has shown any solid proof

People cite his performances but that has a lot to do with the layoff/suspension, brutal fights with Cotto and Mosley that probably took plenty out of him and its hard to gauge his power when he was unable to land on Manny and Miguel in the rematch. The one time he did land a good body shot Manny was hurt bad and in full retreat

Again Im not a Margarito fan but I try to be pretty objective and that is a high claim and pretty much tarnishes a guys whole career. I doubt a guy cheated his whole career in welterweight title fights on network TV in big arenas. there are too many eyes on them.

I disagree that Ricardo Lopez' ring mastery exceeded that of Marquez. He had unusual power for his size and was highly proficient, to be sure. He wouldn't have fared very well with rivals like Mayweather and Pacquiao chomping at the bit, though. Doubt very much that he'd acquit himself in quite the same manner Dinamita did.

I strongly disagree with anyone making blanket statements about the evolution of the sport and it's implications.

With boxing being such an individual sport pitting man vs man, the evolution argument isn't good enough, neither is the converse.

I do believe it's a case by case comparison every time there's a fight being discussed.

95.1% sure his gloves were loaded during the first Cotto fight. The sudden damage showing on Cotto's face and in his body language late in that fight was bizarre at the time and only made sense to me when Brother Naazim caught his people cheating against Mosley.
